for managing and coordinating business contracts in accordance with
strategic business objectives, professional standards and
applicable regulatory requirements. GENERAL RESPONSIBILITIES:
Manage contracts for performance to scope, terms, and conditions,
applicable FAR/ DFAR or other government agency regulations,
effectively employing the principles of contract management
standards to change management, performance issues, contract
notifications, and other contractual matters that may arise with
timely communications. Be the primary point of contact for
communications with the government contracting officer or customer
contracting counterpart; take a lead role in driving closure of
contractual matters. Provide sound advice and guidance regarding
contract requirements. Perform contract drafting support and
development duties which include reviewing, processing, ensuring
applicable compliance, as well as facilitation and compilation of
multiple SME and customer .execution and analysis for the purpose
of maximizing financial operation performance and minimizing risk.
Document and seek consensus on any changes or amendments that may
arise during contract implementation or execution. Develops and
executes negotiation strategies that minimize potential losses and
benefit the company's performance. Support the facilitation and
implementation of formal structures to manage contract workflows,
as well as electronic data management, tracking and reporting.
Evaluate, prepare, administer and support changes to procurement
terms and pricing impacts of proposed contract changes. Support the
recognition and inclusion of hierarchical contract issues for the
organization and customers. Assist in the development of program
contract planning in support of the project team and Director,
Subcontracts. Regularly meet with project managers and commercial
leads to identify objectives, needs and issues concerning project
contracts. Prepare agreements and contracts for execution,
including soliciting financial authority approvals or delegations.
Compile price analysis documentation, technical evaluation report
reviews, and contact administration reports, such as Customer
Quarterly and Annual Reviews, surveillance reports, records of
invoicing, and related contract closeout documents. Utilizes
contract management software and an integrated electronic signature
system to streamline the contract administration process.
Demonstrate in depth, detailed knowledge of acquisition/contract
management including the ability to apply related regulatory
requirements such as the Federal Acquisition Regulations (FAR),
Executive Orders, and other government-wide guidance in planning,
execution, and management. Ensure compliance with company policies
and procedures. Qualifications EDUCATION: Bachelor's degree in
business, contract administration or a related field; or a
combination of post high school and equal experience may be
substituted for education. EXPERIENCE: 8+ years' experience in
contract negotiation and administration. Certified Professional
Contract Manager (CPCM) is required. Advanced knowledge of Federal
Acquisition Regulations (FAR), Defense Federal Acquisition
Regulation Supplement (DFARS), USAID, AIDAR, DEAR and various
Supplements. Experience with various types of
contracts/subcontracts: FFP, FPIF, T&M, Labor Hour, Cost
Reimbursement, IDIQ, BPA and MSA. Extensive knowledge of contract
principles and procedures and Government acquisition process.
Knowledge/experience with Import/Export requirements, and
procurement processes. Working knowledge of application of
Government flow down clauses and provisions. Working knowledge in
performing RFP, cost and price analyses, source selection
justification and contracting / terms and conditions in accordance
with government acquisition/procurement regulations. Working
knowledge of ITAR and Export Regulations. Familiarity with U.S.
Government accounting & financial principles (eg.. Cost Accounting
Standards). - TECHNICAL PROFICIENCY: Proficient with Microsoft
Office 365 products. Ability to work remotely. Deltek Costpoint
experience a plus. COMPETENCIES: Ability to communicate effectively
verbally and in writing (in English). Ability to establish and
maintain effective working relationships with internal/external
business partners. Ability to evaluate process effectiveness and
develop change or alternatives. Ability to exercise independent
judgment and effectively manage complexity and ambiguity. Ability
to function effectively with, or as part of a team. Ability to
draft complex subcontracts and/or purchase orders. Ability to
effectively manage multiple projects that may vary in nature and
scope. Ability to provide subject matter expertise, counsel, and
effectively influence others at various levels within the
organization. Knowledge of and ability to demonstrate effectiveness
with contract negotiation, development and administration.
Knowledge of contract development and oversight in addition to
contract record-keeping. Knowledge of maritime contracting,
including the BIMCO system and terms. JOB SCOPE: Position impacts a
single business unit/segment. WORKING CONDITIONS: Hybrid
(Office/Remote) Employee. 5% travel. Candidates must have a
reliable, high-speed internet connection and a quiet and private
remote working space. Candidates can be located in any US time zone
as long as they are committed to the EST hours.
