DESCRIPTION: Develops, implements, and maintains the Turnpike
System five-year Work Program in accordance with program plans,
priorities, and policy objectives of the Turnpike Enterprise.
Ensures proper processing of work program amendments as needed to
support the delivery of priority projects. Oversees daily
programming edits within Work Program Administration while ensuring
that the program is balanced to available budget. Meets with
program and project managers periodically to obtain requisite
information for making changes to program and project budgets.
Manages the production of periodic work program reports reflecting
project budgets and commitments. Works closely with Finance to
ensure the program is supported by adequate funding. Coordinates
with the Turnpike Transportation Development Office in conducting
public hearings on the tentative work program. Supervises staff.
Oversees the development, implementation and maintenance of the
Tolls Work Program. Coordinates the balancing of program
commitments to budget. Manages the development of the program in
conjunction with Toll Operations management. Monitors development,
management and implementation of the program to ensure consistency
with the program plans, priorities, objectives and production
schedules to minimize negative impacts to the program. Coordinates
with Finance to ensure that the program is developed within sound
financial strategies and is supported within available financial
resources. Coordinates with the Comptroller's Office on monthly
redistributions of shared toll operating and work program charges.
Produces toll authority historical cost reporting for Florida
Department of Transportation (FDOT) management as well as the
Florida Transportation Commission. Oversees the development,
monitoring and maintenance of the Enterprise Operating Budget in
accordance with F.S. Chapter 216. Coordinates the funding of the
budget with the FDOT Central Office and oversees the annual
Legislative Budget Request (LBR) submittal. Establishes policies
and guidelines for the allocation and monitoring of budget by cost
center. Oversees staff in the development of detailed annual toll
operating cost forecasts for all Enterprise toll facilities and the
monitoring of actual charges. Administers the Turnpike Enterprise's
toll facility insurance program as required by bond covenants.
Coordinates with toll authorities, insurance broker, claims
adjustor, asset management staff, and other stakeholders as needed
to ensure proper insurance coverage is obtained, and appropriate
claims are filed for recoveries due to physical damage to toll
facilities as well as revenue losses due to business interruption
occurrences. Oversees the Turnpike in-house project charging
process for Florida Department of Transportation (FDOT) and
consultant staff. Ensures the appropriateness of in-house charging
to projects based on the work phase of the project. Oversees the
consultant project reclassification process. Coordinates with
Central Office on establishing the annual toll redistribution
tables. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the
Department's Work Program; Knowledge of supervisory principles and
practices; Knowledge of accounting principles and procedures;
Skilled in using word processing, database, and spreadsheet
applications; Ability to supervise staff; Ability to manage a
program and project budgets; Ability to devise strategies to assist
management in utilizing scarce resources effectively; Ability to
review, analyze and evaluate data; Ability to prepare reports, and
audit financial data and records; Ability to clearly express ideas
and action plans, both in writing and orally; Ability to maintain
effective working relationships with others; Ability to facilitate
and coordinate work activities to achieve desired results. . The
