The incumbent serves as the Administrative Officer (AO) for Ambulatory care Service (ACS) at the Orlando VA Health Care System (OVAHCS). The incumbent will assist the Associate Chief of Staff (ACOS), Ambulatory Care in fulfilling the clinical, research and teaching missions of the service, serving as a key advisor to the ACS management in the coordination and integration of service line actions which is currently comprised of 7 sections and 12 locations within OVAHCS.

          Major duties include, but are not limited to:
          • Direct the personnel management program for Ambulatory Care, performing and overseeing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance management, leave administration, training, disciplinary actions, and labor relations.
          • Recommend appropriate staffing levels and types of positions needed to provide cost effective manpower utilization consistent with program objectives, quality health care, and sound position management.
          • Provide direct supervision to PCMM, program analyst and other administrative staff aligned under the Ambulatory Care Service Line as assigned
          • Coordinate efforts in collaboration with the GPM to ensure the program is aligned with national requirements
          • Ensure processes and procedures developed are data-driven
          • Develop sustainment and continuous improvement plans for the PC-ICC
          • Collaborate with the ACOS in matters relating to the overall management and supervision of all programs aligned under Ambulatory care. Develops short and long-range plans, conducting systematic reviews and assuring documentation and reporting of Service transactions, activities, workload, productivity, FTEE allocations, clinical mapping, etc.
          • Direct administrative management activities of Ambulatory Care, including interpret administrative policies, developing and implement local policies, defining administrative requirements, and/or providing advice management on related issues
          • Work with stakeholders to integrate data analytics and measure with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain (ICC) and facility goals and objectives
          • Survey and analyze space utilization and recommends plans for future needs based on identified deficiencies, anticipated program changes, workload and staffing projections, and budgetary considerations.
          • Responsible to the overall budgeting and financial management for the service, including budget formulation, presentation, and execution, financial management, and financial reporting for Ambulatory Care.
          • Manage procurement and contracting for the service including preparing procurement requests, evaluating proposals for works, serving as the COR for procurements, and/or maintaining procurement and contracting records.
          • Plans and oversees the development and operation of administrative support functions for the Ambulatory Care services, ensuring effective programming and planning within the organization, and managing activities related to budget formulation and execution, accounting procurement, property, personnel, safety, space and facility management.
          • Seeks ways to improve the support of healthcare delivery by developing better programs, policies, improving utilization of resources, overseeing change management ad being a catalyst for action in the many onsite programs and services.
          • Analyzes workload and costs and reviewing overall resource utilization using sound fiscal judgement
          • Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations and compliance with policy.
          • Provide administrative support for inventory management.
          • Recommends the establishment of, and prepares administrative policies, directives and procedures for implementation throughout the facility. Work Schedule: Monday-Friday 8:00am - 4:30pm (The incumbent may be required to work various shifts on a permanent or temporary basis based on operational needs, including weekends, holidays, and nights.)

              To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2021.

              Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

              You may qualify based on your experience as described below:
              • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as at least one year of experience equivalent to the GS-11 in oversight of all human resources management, budget and finance, program management and analysis, office support services, document control, logistics, and facility management. Examples of specialized experience includes but is not limited to: 1) Utilizing knowledge of clinic practice management to evaluate corporate wide programs and make appropriate changes; 2) Overseeing the development and operation of administrative support functions; 3) Conducting detailed studies, compiling and analyzing facts, developing plans and performing extensive coordination; 4) Performing budget execution functions; 5) Monitoring resource utilization and analyzing workload and costs; 6) Advising management officials, supervisors and employees on the interpretation and application of a variety of Human Resources policies, practices and procedures.
